OVERVIEW

In previous years the Treasury Department’s Office of Technical Assistance was selected for review as it is the international component within Treasury that is administered and implemented bilaterally. The 2014 assessment has been expanded to include all of Treasury’s international programmes – OTA, debt relief and multilateral assistance – to ensure consistency with the approach used for other donors. For organisation-level indicators, information from the Treasury Department as a whole is taken into account, whereas for activity-level indicators, assessed via a survey, only information on OTA spending has been taken into account as it is the only programme that is administered and implemented bilaterally.[1] See U.S.-wide commitments and recommendations.

The Department of the Treasury first published information on two of its international programmes, OTA and multilateral contributions, to the Foreign Assistance Dashboard in May 2013. The Treasury Department’s current publication to the Dashboard includes obligated and spent data up to Q2 of 2014, transaction data up to FY 2013 and aggregated planning data up to FY 2015. There has been a significant decline in the quality of the Department’s IATI data relative to 2013. Project titles, descriptions, and recipient regions all simply state “U.S. Department of the Treasury – Office of Techni” (sic) and there no dates, sectors or financial data available. Due to the lack of start and end dates for activities, which are required by the Index methodology to determine which activities (if any) are current, the Treasury’s IATI data could not be included in the Index (see Technical Paper for more on current data).
