The FCO scores 35.8%, placing it in the poor category. It ranks 21^st out of 50 bilateral organisations. The FCO’s relative decline in the ranking in 2014 is indicative of the progress made by other organisations since the release of the 2013 Index. It has published two new fields to IATI since 2013 – current status and actual dates. It performs best on activity classifications and basic information and does poorly on activity performance information and project documents, as only evaluations are consistently published systematically enough to score. Although some results information is available on FCO’s website, it is not published consistently for all projects. Of the 22 indicators that take format into account, approximately two thirds are published in machine-readable formats. The FCO’s IATI publication still does not include important fields such as overall project costs, implementing organisations, results or conditions.

RECOMMENDATIONS

• The FCO should improve its publication to IATI so it is comprehensive and includes an organisation file, links to project documents, sub-national location information and results and conditions data. It should work with DFID and MOD to publish the activities of the Conflict Pool.
• It should update its implementation schedule so it is more ambitious, with specific timelines and delivery targets, aiming towards full implementation of the IATI Standard by the end of 2015.
• The FCO should prioritise any information systems and process improvements required for automated and timely publication of high quality data to IATI.
