Romania scores 10.6%, placing it in the very poor category. It ranks 39^th out of 50 bilateral organisations. Romania performs well on organisation-level planning information and provides one year forward-looking organisation and recipient country budgets. It performs poorly at the activity level, scoring on only a quarter of the 28 indicators and no points at all for provision of project documents and performance information (results, conditions and impact appraisals). Romania does not publish any information in machine-readable formats. Overall, it does not score on 25 of the 39 indicators.

RECOMMENDATIONS

• Romania should join IATI and begin publishing to the IATI Standard as soon as possible in order to meet the 2015 deadline. It should publish an ambitious schedule, with specific timelines and delivery targets, aiming towards full implementation of the IATI Standard by the end of 2015.
• In the short term, it should use the EU-DEVFIN platform, which aims to enhance EU-13 ODA reporting capacity and systems, to publish current data in accordance with the IATI Standard. It should work to publish directly from its own systems by the end of 2015.
• Romania should develop an OGP National Action Plan that includes ambitious commitments on aid transparency.
