Poland scores 14.4%, placing it in the very poor category. It ranks 37^th out of 50 bilateral organisations. Poland performs well on organisation planning information and provides one year forward-looking organisation and recipient country budgets. It performs poorly at the activity level, scoring on only a quarter of the 28 indicators and no points at all for activity classifications and performance information (results, conditions and impact appraisals). Poland does not publish any information in machine-readable formats. Overall, it does not score on 24 of the 39 indicators.

RECOMMENDATIONS

• Poland should join IATI and begin publishing to the IATI Standard as soon as possible in order to meet the 2015 deadline. It should update its implementation schedule so it is ambitious, with specific timelines and delivery targets, aiming towards full implementation of the IATI Standard by the end of 2015.
• In the short term, it should use the EU-DEVFIN platform, which aims to enhance EU-13 ODA reporting capacity and systems, to publish current data in accordance with the IATI Standard. It should work to publish directly from its own systems by the end of 2015.
• Poland should join OGP. This would be an opportunity to share best practice in open data and open government approaches.
