Luxembourg scores 18.8%, placing it in the very poor category. It ranks 32^nd out of 50 bilateral organisations. It performs well on organisation planning information and scores higher than the Index average on the provision of project documents. It performs poorly on financial data on individual activities and performance information (results, conditions and impact appraisals), particularly the latter for which it does not score any points. Of the 22 indicators that take format into account, only one – disaggregated budgets – is published in a machine-readable format, in Luxembourg’s Forward Spending Survey report to the OECD DAC. Overall, it does not score on 19 of the 39 indicators. The MFA did not respond to requests for feedback on the survey.

RECOMMENDATIONS

• Luxembourg should join IATI and begin publishing to the IATI Standard as soon as possible in order to meet the 2015 deadline.
• It should update its implementation schedule so it is more ambitious, with specific timelines and delivery targets, aiming towards full implementation of the IATI Standard by the end of 2015.
• Luxembourg should join OGP. This would be an opportunity to share best practice in open data and open government approaches.
