OVERVIEW
The IADB should be congratulated on improving the transparency of its aid information since 2013. Its IATI publication has been expanded to include 12 additional fields since 2013 and it has updated its implementation shedule to include plans to publish 74% of the assessed IATI fields by the end of 2015. The schedule includes 100% of IADB’s sovereign guarantee loans and grants and makes note of plans to include its Multilateral Investment Fund at a later stage. Information on IADB’s activities can be found on its projects database and via the the MapAmericas portal which provides geo-locations and results for its activities in Latin America and the Caribbean region. The IADB has partnered with OGP on mobilising new investments and technical support to strengthen open government reforms across the world, including 15 countries from Latin America and the Caribbean that are OGP members.
ANALYSIS
The IADB scores 74% overall, placing it in the good category. It ranks sixth out of 17 multilateral organisations. It is the second-highest scorer in the Index on performance information, scoring 87% on this sub-group of indicators. It also performs well on organisation planning information and the provision of links to project documents in its IATI activity files. IADB performs less well on organisation financial information, receiving the lowest scores within the good category. This is due to the lack of forward-looking budget information in its IATI organisation file, although this information can be found on the website. Of the 22 indicators that take format into account, 18 are published in machine-readable formats. Overall, it scores on 36 of the 39 indicators.
RECOMMENDATIONS
- The IADB should improve its publication to IATI so it is comprehensive and includes forward-looking budgets at both the organisation and activity level, results data and sub-national location.
- It should use its IATI data in its programming and coordination processes and promote the access and use of this information by others, in the first instance via an open data portal.
- The IADB should work with IATI to develop specific guidance for IFIs and share best practice on publishing to the IATI Standard.
