OVERVIEW
The Global Fund began publishing to IATI in November 2011, having produced an ambitious implementation schedule with plans to publish 71% of the assessed IATI fields by the end of 2015. It publishes to IATI live out of its online database and has automated publication within two weeks of each disbursement – reflecting best practice in IATI publication. In addition, the Global Fund provides detailed project-level information through its Grant Portfolio database, which allows free bulk export of data. The Global Fund’s Documents Policy mandates that information on its internal decisions and operational activities must be made available to the public in the absence of a compelling reason for confidentiality. However it does not sufficiently clarify exceptions to this or refer to an independent appeals body.
ANALYSIS
The Global Fund scores 73.3%, placing it in the good category. Although its overall score has increased by approximately three percentage points since 2013, there has been a relative decline in its ranking due to more comprehensive IATI publication by other organisations. The Global Fund achieves the maximum possible score for 16 of the 39 indicators included in the Index. It performs well on basic activity and classifications information and provision of links to project documents, scoring over 80% of the total possible points on these indicator sub-groups. It is the third-highest scoring organisation in the Index for performance information. It does less well on organisation and financial data for individual activities as it does not publish forward-looking budgets in its IATI files, however this information is available on its website. Although it publishes geo-coded location data, this information is not disaggregated to the sub-national level. Of the 22 indicators that take format into account, 19 are published in machine-readable formats. Overall, it scores on 36 of the 39 indicators.
RECOMMENDATIONS
- The Global Fund should continue to improve its IATI publication so it is comprehensive and and includes forward-looking budgets, country strategies and sub-national location information.
- It should use its IATI data in its programming and coordination processes and promote the access and use of this information by others.
- The Global Fund should update its Access to Information Policy to reflect best practice on presumption of disclosure, exceptions, public interest overrides and independent appeals processes.
