OVERVIEW
GAVI began publishing to IATI in January 2012. Good data management systems and a dedicated team focusing on IATI implementation have allowed GAVI to maintain steady progress on implementing its aid transparency commitments. Its implementation schedule includes plans to publish 98% of the assessed IATI fields by the end of 2015. Its 2012 Access to Information Policy which sets out the categories of documents to be made publicly available to external audiences is under review. In January 2014, it adopted a revised Transparency and Accountability Policy. The policy sets minimum standards for the management of GAVI support at country level and requires its recipients to meet national legal requirements and international standards regarding transparency, accountability and anti-corruption.
ANALYSIS
GAVI scores 86.8%, ranking fourth overall and placing it in the very good category. It achieves high scores on all the indicator sub-groups, scoring 100% for organisation planning and financial information and basic activity and classification information. It also scores over 80% for financial data on individual activities and the provision of project documents. It performs less well on performance data as the results and conditions data it publishes in its IATI files does not meet the requirements of the Index data quality tests. GAVI lags behind other organisations in the very good category on the commitment indicators. However, it is one of only seven donors to publish the budget identifier, which aims to help align information on development flows with recipient country budget classifications. Of the 22 indicators that take format into account, all the information is published by GAVI in machine-readable formats. Overall, it scores on 38 of 39 indicators.
RECOMMENDATIONS
- GAVI should systematically provide links to specific project documents in its IATI files and publish good quality results and conditions data for all its activities.
- It should use its IATI data in its programming and coordination processes and promote the access and use of this information by others, in the first instance via an open data portal.
- GAVI should update its Access to Information Policy to reflect best practice on presumption of disclosure, exceptions, public interest overrides and independent appeals processes.
