ANALYSIS

The EIB scores 24.6%, placing it in the poor category. It ranks 16^th out of 17 multilateral organisations. The EIB is the only IFI not to publish the current status of its activities and country strategy papers consistently. Overall, it scores over 30 percentage points less than the average for EU institutions (56.7%). The EIB performs relatively well on organisation planning but does not score on performance information (results, conditions and impact appraisals) and scores on less than half the activity-level indicators. Of the 22 indicators that take format into account, four are published in machine-readable formats, and eight are published in other formats on the EIB website. Overall, it does not score on 17 of the 39 indicators.

RECOMMENDATIONS

• The EIB should ensure that its IATI publication is high quality and comprehensive. It should aim to update its IATI files on at least a quarterly basis.
• The EIB should continue to champion aid transparency within the IFI community and work with IATI to develop specific guidance for IFIs, sharing best practice on publishing to the IATI Standard.
• It should use its IATI data in its programming and coordination processes and promote access to information by others, in the first instance via an open data portal.
• The EIB should ensure that its revised Transparency Policy reflects best practice on presumption of disclosure, exceptions, public interest overrides and independent appeals processes.
