ECHO scores 59.9%, placing it in the fair category, short of the good category by just 0.1 percentage point. It ranks 12^th out of 17 multilateral organisations. Although ECHO ranks lowest amongst the EC departments, it performs better than several agencies from major bilateral providers including France, Germany, Japan, UK and the U.S. It ranks ahead of UN OCHA, the only other humanitarian agency included in the Index, scoring 18 percentage points higher. It performs best on organisation planning and financial information but trails other EC departments on activity-level information such classifications, financial data and basic information. ECHO does not systematically publish sub-national location information, results, conditions or budget documents. It scores on 30 of the 39 indicators included in the Index. Of the 22 indicators that take format into account, it publishes 16 in machine-readable formats.

RECOMMENDATIONS

• ECHO should continue to improve its publication to IATI so it is comprehensive and includes location information, links to project documents, results and conditions data.
• It should update its implementation schedule so it is more ambitious, including specific timelines and delivery targets, with the aim of full publication to the IATI Standard by the end of 2015.
• ECHO should work with other humanitarian aid organisations through the IATI humanitarian working group to ensure that the Standard fully meets the need of humanitarian aid operations and take steps to promote publication to IATI by its implementing partners.
• It should promote aid transparency as a core component of good humanitarian practice within relevant international fora and ensure that the EU’s aid transparency commitments are fully integrated into the revision of the EU’s humanitarian aid policy.
