Brazil scores 9.6%, placing it in the very poor category. It ranks 41^st out of 50 bilateral agencies. It is trailed by China, the only other south-south cooperation provider covered in the Index, by over seven percentage points. Although ABC’s projects database includes some basic information, it is very limited. Brazil scores on only a quarter of the activity-level indicators and does not score any points for financial data on individual activities and performance information (results, conditions and impact appraisals) and provision of project documents. Brazil’s performance at the organisation level is similarly poor. It does not score on financial information and performs poorly on planning information, scoring on just one indicator (procurement policy). Brazil does not publish any information in machine-readable formats. ABC declined to comment on the survey, noting that south-south cooperation differs from ODA and that it should not be subject to the same assessment.

RECOMMENDATIONS

• Brazil should publish information on its south-south cooperation in a timely, accessible, comprehensive and comparable format.
• It should update its OGP National Action Plan to include ambitious commitments on the transparency of its international cooperation.
• Brazil should work with IATI to develop specific guidance for south-south providers on publishing to the IATI Standard and to ensure that south-south flows can be accurately represented.
