OVERVIEW
The AfDB should be congratulated on the progress made on improving the transparency of its aid information since 2013. Its IATI publication has been expanded to include 12 additional information fields and it has updated its implementation schedule to include plans to publish to 94% of the assessed IATI fields by the end of 2015. In May 2014, the AfDB launched a new online platform – MapAfrica – which allows users to view the locations of its investments across Africa. The platform also includes some information on project results and beneficiaries. Additional information on its activities can be found on the Project Portfolio database. In January 2014, the AfDB adopted a new results measurement framework, designed to help achieve the objectives of its 10 year strategy, by allowing for better measurement of impact. It has endorsed the Open Aid Partnership.
ANALYSIS
The AfDB scores 74.5%, placing it at the top of the good category. It ranks fifth out of 17 multilateral organisations. It performs well on organisation-level indicators, scoring the maximum points available for organisation financial information and over 90% for organisation planning information. It also scores over 90% for basic activity and classifications information. However, work remains to be done on improving the comprehensiveness of financial data on individual activities, performance information (results, conditions and impact appraisals) and the provisions of links to project documents in its IATI activity files. Of the 22 indicators that take format into account, 20 are published in machine-readable formats. Overall, it scores on 37 of the 39 indicators.
RECOMMENDATIONS
- The AfDB should improve its publication to IATI so it is comprehensive and includes forward-looking budgets, links to project documents and results and conditions data for all activities.
- It should use its IATI data in its programming and coordination processes and promote the access and use of this information by others.
- The AfDB should work with IATI to develop specific guidance for IFIs and share best practice on publishing to the IATI Standard.
