Expand...to some bilateral humanitarian aid (procurement of relief commodities, commonly food, drugs and medical supplies may be tied to donor government based suppliers). Its more the case that as a third-party service marshalling information reported in a voluntary basis, they are not in a position to determine whether funding is tied or not and would need to add this as a reporting requirement. With respect to OCHA as manager of pooled funds, aid is never tied.

Also note that Appeals and Work Plans are only applicable in a limited number of crisis-affected countries so UN appeals are not an effective global monitoring tool. In the case of Sudan, CHF funded projects must be in the appeal, but not so for CERF and ERF funds, which may fund projects outside of an appeal.
