OVERVIEW

Following a review of its transparency philosophy, the Gates Foundation recently announced that it will join IATI. It is currently working on its implementation schedule, due for publication by the end of 2013. It is encouraging to see a large foundation engaging with IATI, which was designed to capture development finance information from many types of providers, not just traditional aid donors. The Gates Foundation also endorsed the Busan Partnership Agreement. It reported its 2009 global health grants (at the activity level) to the DAC for the first time in April 2011. In addition to the OECD, Gates reports information to the Foundation Center and engages with the Center’s Glass Pockets Reporting Commitment.

ANALYSIS

The Gates Foundation scores 18.1%, placing it at the top of the lowest category. The information available on the Foundation’s current development cooperation has remained more or less consistent. However, it has been overtaken by other organisations that have started publishing more comprehensive, accessible and timely information in useful machine-readable formats, including some new IATI publishers. It is likely that the Gates Foundation will make up ground strongly in the Index as soon as it starts to publish in the IATI format, as it collects some detailed information, including in added-value areas, such as results. It currently performs poorly on commitment indicators and on activity-related documents. The Foundation scores on 10 of the 22 indicators that take format in account; of these 10 indicators, information for eight is published in a machine-readable format in its reporting to Glass Pockets. The Gates Foundation does not publish performance or forward spending information systematically. Some information is provided in the Annual Letter on organisational priorities, but no comprehensive development strategy is published.

RECOMMENDATIONS

  • The Gates Foundation should begin publishing to the IATI standard in 2014 and produce an ambitious implementation schedule by early 2014 that aims to fully implement the IATI standard by the end of 2015.
  • It should start publishing performance data systematically – as it has a strong potential contribution to make in this area. It should improve its disclosure policy to bring it into line with current best practice in international development.
  • The Foundation should work with IATI to develop specific guidance and an extension to the IATI standard for philanthropic foundations and trusts.

However, the scoring for this indicator has become more precise for non-traditional aid donors such as foundations and IFIs (please see guidelines). If a single status applies to all grants, we would accept a statement clarifying this as long as it is published anywhere on your website. For e.g. a statement such as “all aid/grants provided by the Gates Foundation is untied” published on the ‘how we make grants’ or on the ‘awarded grants’ section on the website would be sufficient to score on this indicator.

In 2012 we accepted a statement regarding 501(c)(3) organisations. However, the scoring for this indicator has become more precise for non-traditional Expand...aid donors such as foundations and IFIs (please see guidelines). The foundation would have to publish an investment-type policy which stated whether the foundation has an investment (grantmaking) code related to how its grantees procure goods and services using the foundation's grant. It may be that there are no restrictions on this, but this needs to be stated. We couldn't locate this information or equivalent, but the foundation may be able to clarify this.
