OVERVIEW

The Index takes into account information published by the Spanish Ministry of Foreign Affairs (MAEC) and Agency for International Development Cooperation (AECID). The MAEC is responsible for setting development policy but most activity-level information is found on AECID’s website.

Spain is an IATI signatory and began publishing to the IATI standard in October 2011. However, its IATI publication does not include current information so it was not taken into consideration for the purposes of the Index. Spain has published a moderately ambitious implementation schedule with plans to publish 53% of IATI fields, although this does not include added-value fields such as project documents and performance data. A new interactive database on Spanish development cooperation spending – info@OD – is scheduled for launch by the end of 2013, but it remains unclear whether this database will provide current and timely data on Spanish aid activities. It has joined OGP and its National Action Plan includes commitments on the transparency of its ODA, including increasing the frequency of its IATI publication, in line with the IATI standard. Spain has endorsed the Open Aid Partnership.
