Slovenia scores 10.8%, placing it in the very poor category. It ranks 40^th out of 49 bilateral organisations. Its best performance is on organisation-level planning indicators. Although Slovenia publishes three year forward-looking budgets, these are published in PDF format which makes the information hard to access and compare with that of other donors. Slovenia performs poorly at the activity level, scoring zero on all but one sub-group of indicators – project documents. It scores for publishing tenders, but these are not assessed on a per activity basis. Of the 22 indicators that take format into account, none are published in machine-readable formats. Overall, Slovenia does not score on 31 of the 39 indicators.

RECOMMENDATIONS

• Slovenia should join IATI and aim to begin publishing to the IATI standard in 2014.
• It should update its common standard implementation schedule by early 2014, to include plans for full implementation of IATI by the end of 2015.
• Slovenia should consider joining OGP which currently includes 17 EU Member States. This would be an opportunity to share best practice in open data and open government approaches with peers in the EU and with partners who receive Slovenian aid.
