Romania scores 14.8%, placing it in the very poor category. It ranks 33^rd out of 49 bilateral organisations. Romania performs well on planning information at the organisation level but lags on financial information. It also performs poorly at the activity level, scoring poorly on all sub-groups of indicators at this level, particularly on performance data for which it does not score any points. However, considerably more information on Romania’s development cooperation spending is now available on the MFA’s website compared to previous years, resulting in Romania’s improved performance in 2013. Of the 22 indicators that take format into account, none are published in machine-readable formats. Overall, Romania does not score on 21 of the 39 indicators.

RECOMMENDATIONS

• Romania should join IATI and aim to begin publishing to the IATI standard in 2014. It should produce a common standard implementation schedule by early 2014, to include plans for full implementation of IATI by the end of 2015.
• It should engage in the EU-13 project for enhancing ODA reporting capacity and systems to ensure it includes the full IATI standard.
• Romania should update its OGP National Action Plan to include commitments to aid transparency and implementing IATI.
