Portugal scores 17.4%, placing it in the very poor category. It ranks 28^th out of 49 bilateral organisations. Portugal performs better at the organisation level compared to the activity level. It scores well above the very poor category average on planning and financial information at the organisation level. At the activity level, Portugal performs relatively well on the provision of project-related documents but performs poorly on all other indicators, particularly on performance data for which it does not score any points. Of the 22 indicators that take format into account, only one – disaggregated budgets – is published in a machine-readable format, in Portugal’s Forward Spending Survey report to the OECD DAC. Overall, it does not score on 25 of the 39 indicators.

RECOMMENDATIONS

• Portugal should join IATI and aim to begin publishing to the IATI standard in 2014.
• It should update its common standard implementation schedule by early 2014, to include plans for full implementation of IATI by the end of 2015.
• Portugal should consider joining OGP which currently includes 17 EU Member States. This would be an opportunity to share best practice in open data and open government approaches with peers in the EU and with partners who receive Portuguese aid.
