Malta scores 3.8%, placing it in the very poor category. It ranks 47^th out of 49 bilateral organisations, ahead of only Greece and China. Malta scores on just one activity-level indicator – tied- aid status – which is untied by default and therefore not assessed on a per activity basis. No comprehensive listing of current aid activities funded by Malta could be found on the MFA’s website. At the organisation level too, Malta scores on just one indicator – organisation strategy. No further information on Maltese development cooperation, including country strategies, allocation policy, procurement policy and forward budgets, appears to be systematically published. Of the 22 indicators that take format into account, none are published in machine-readable formats. Overall, Malta scores for just 3 of the 39 indicators.

RECOMMENDATIONS

• Malta should join IATI and aim to begin publishing to the IATI standard in 2014. It should produce a common standard implementation schedule by early 2014, to include plans for full implementation of IATI by the end of 2015.
• It should engage in the EU-13 project for enhancing ODA reporting capacity and systems to ensure it includes the full IATI standard.
• Malta should update its OGP National Action Plan to include commitments to aid transparency and implementing IATI.
