Luxembourg scores 19.2%, placing it at the top of the very poor category. It ranks 25^th out of 49 bilateral organisations. It performs well on organisation-level planning indicators and scores higher than the Index average on organisation financial information and the provision of project-related documents. It performs poorly on activity-level financial information and performance data, particularly the latter for which it does not score any points. Of the 22 indicators that take format into account, only one – disaggregated budgets – is published in a machine-readable format, in Luxembourg’s Forward Spending Survey report to the OECD DAC. Overall, it does not score on 18 of the 39 indicators included in the Index.

RECOMMENDATIONS

• Luxembourg should join IATI and aim to begin publishing to the IATI standard in 2014.
• It should update its common standard implementation schedule by early 2014, to include plans for full implementation of IATI by the end of 2015.
• Luxembourg should consider joining OGP, which currently includes 17 EU Member States. This would be an opportunity to share best practice in open data and open government approaches with peers in the EU and with partners who receive aid from Luxembourg.
