ANALYSIS

Lithuania scores 8.2%, placing it in the very poor category. It ranks 43^rd out of 49 bilateral organisations. Lithuania performs poorly at both the organisation and activity level. It scores below the very poor category average on all sub-groups of indicators, with the exception of basic activity information. It does not score any points for organisation and activity financial information, the provision of project-related documents or performance data. Of the 22 indicators that take format into account, none are published in machine-readable formats. Overall, Lithuania does not score on 31 of the 39 indicators.

RECOMMENDATIONS

• Lithuania should join IATI and aim to begin publishing to the IATI standard in 2014. It should produce a common standard implementation schedule by early 2014, to include plans for full implementation of IATI by the end of 2015.
• It should engage in the EU-13 project for enhancing ODA reporting capacity and systems to ensure it includes the full IATI standard.
• Lithuania should update its OGP National Action Plan to include commitments to aid transparency and implementing IATI.
