Latvia scores 17.8%, placing it in the very poor category. It ranks 27^th out of 49 bilateral organisations, above major EU donors such as Spain, France and Italy. It performs well on organisation-level planning and basic activity information but lags on organisation and activity financial information and performance data, particularly the latter for which it does not score any points. Although Latvia’s absolute score is low, it is publishing more information compared to previous years as the MFA website now provides downloadable spreadsheets with activity-level information for each calendar year. Of the 22 indicators that take format into account, just under one third are published in machine-readable formats. Overall, Latvia does not score on 21 of the 39 indicators. 

RECOMMENDATIONS

• Latvia should join IATI and aim to begin publishing to the IATI standard in 2014. It should produce a common standard implementation schedule by early 2014, to include plans for full implementation of IATI by the end of 2015.
• It should engage in the EU-13 project for enhancing ODA reporting capacity and systems to ensure it includes the full IATI standard.
• Latvia should update its OGP National Action Plan to include commitments to aid transparency and implementing IATI.
