Ireland scores 26.7%, placing it in the poor category. It ranks 17^th out of 49 bilateral organisations and is the fourth-lowest scoring donor among IATI publishers (ahead of Finland, Spain and U.S. Department of State). Ireland performs well on organisation-level information, particularly on financial information for which it scores well above the Index average. It does not consistently publish activity-level information about its development programme. It scores on information that is not assessed on a per-activity basis such as contracts, tenders and evaluations. Of the 22 indicators that take format into account, only two (organisation budget and disaggregated budgets) are published in machine-readable formats. Ireland does not score on 22 of the 39 indicators.

RECOMMENDATIONS

• Ireland should improve its publication to IATI to include activity-level information by the end of 2013, in line with its implementation schedule.
• It should update its implementation schedule by mid-2014 to include more ambitious plans, including full implementation of the IATI standard by the end of 2015.
• Ireland should include commitments to aid transparency and implementing IATI in its forthcoming OGP National Action Plan.
