Finland scores 23%, placing it in the poor category. It ranks 22 out of 49 bilateral organisations. It performs well on organisation planning information and the provision of project documents, particularly the latter for which it scores well above the Index average. It lags on financial information at the organisation and activity levels and on performance data for which it does not score any points. Of the 22 indicators that take format into account, only one – disaggregated budgets – is published in a machine-readable format, in Finland’s Forward Spending Survey report to the OECD DAC. Overall, Finland does not score on 18 of the 39 indicators.

RECOMMENDATIONS

• Finland should improve its IATI publication to include current and comprehensive information on its aid activities.
• It should update its implementation schedule by early 2014 so it is more ambitious, including full implementation of the IATI standard by the end of 2015 and at least quarterly publication.
• Finland should update its OGP National Action Plan to include commitments to aid transparency and implementing IATI.
