The Czech Republic scores 24.4%, placing it in the poor category. Ranking 18^th out of 49 bilateral organisations, the Czech Republic is the most transparent of the EU-13 Member States and ranks higher than many traditional donors, such as Finland, Austria and France. It scores above the Index average for financial information at the organisation level and the provision of project-related documents, but it does not score on performance data. It also performs poorly on activity financial information and commitment to aid transparency, with scores that are below the poor category average. Of the 22 indicators that take format into account, just under a third are published in machine-readable formats. The Czech Republic does not score on 18 of the 39 indicators.

RECOMMENDATIONS

• The Czech Republic should join IATI and begin publishing to the IATI standard in 2014 so it can aim towards full compliance with the standard by the end of 2015. It should update its implementation schedule by early 2014 so it is more ambitious, including performance data and specifying the frequency of publication.
• It should update its OGP National Action Plan to include commitments to aid transparency and implementing IATI.
• The Czech Republic should engage in the EU-13 project for enhancing ODA reporting capacity and systems to ensure it includes the full IATI standard.
