Austria ranks 24^th out of 49 bilateral agencies and scores 20.4% overall, placing it at the bottom of the poor category. Austria performs well on organisation level information, scoring on all indicators at this level. However, it falls short on commitment to aid transparency and on activity level information. It performs particularly poorly on activity classification and performance information for which it does not score any points. Of the 22 indicators that take format into account, only one – disaggregated budgets – is published in a machine-readable format, in Austria’s Forward Spending Survey report to the OECD DAC. Overall, Austria does not score on 20 of the 39 indicators.

RECOMMENDATIONS

• Austria should join IATI and update its implementation schedule by early 2014 to include plans for publishing to the IATI standard. It should begin publishing its aid data in accordance with the IATI standard in 2014 so it can aim towards full compliance by the end of 2015.
• The Austrian Development Agency should make information on its aid activities available through the government’s open data portal.
• Austria should consider joining OGP, which currently includes 17 EU Member States. This would be an opportunity to share best practice in open data and open government approaches with peers in the EU and with partners who receive Austrian aid.
