  • Forward-looking and disaggregated budgets at the organisation level as well as activity-level budgets are available.
Challenges and room for improvement
  • The IFC’s performance on the Index has not significantly changed in three years.
  • The IFC does not publish in the IATI Standard.
  • At the activity level, collaboration type, flow type, tied aid status, MoUs, budget documents, contracts, disbursements and expenditure and budget identifiers are not published at all.
  • Of the twenty-two indicators that are scored graduated on the basis of format, only eight are published in a machine-readable format.

RECOMMENDATIONS

  • The IFC should begin implementation in the IATI Standard, starting with at least a complete organisation file.
  • It should consistently publish more activity level information. This data should then be published to the IATI Registry.
  • The IFC should join the IATI working group for development finance institutions to learn from others. The IFC should also look to the IDA for lessons to publish more data and provide a full picture of the World Bank Group development activities.

IFC believes that transparency and accountability are fundamental to fulfilling its development mandate. We have been working over the last few Expand...years to make improvements to our policy, expand the information we disclose, and better communicate the development impact of the projects we finance. In fact, we are the only IFI to disclose information throughout our project lifecycle, and we provide far more comprehensive environmental and social information than any of our peers regarding private sector operations. IFC does not believe that an IATI implementation schedule is an accurate measure of an organization’s commitment to greater transparency. We do not accept a transparency ranking index that places undue weight on IATI, which has yet to provide any information regarding how stakeholders are using the information it publishes. As noted by IATI’s own internal evaluation, questions persist about both IATI governance and the usability and effectiveness of IATI data. We request that you more accurately reflect IFC’s “transparency record” and not rely on IATI as a proxy for that.
