United Nations Development Programme (UNDP)
Very good
OVERVIEW
Have they met the Busan commitment on aid transparency? Yes.
Operating in over 170 countries, the United Nations Development Programme (UNDP) is one of the world’s largest multilateral development agencies and was among the first publishers to the IATI Registry in 2011. Since 2013, UNDP co-hosts the IATI Secretariat as part of a consortium with Sweden, UNOPS, Ghana and Development Initiatives.
ANALYSIS
Achievements and progress
- UNDP is the only organisation to score over 90% on the Index which it has now topped for two consecutive years improving on its 2014 score.
- UNDP publishes all indicators to the IATI Registry and achieves high scores for the majority of them.
- UNDP is the best performer at the organisation level on financial indicators and among the top five performers on organisation planning and all five subcategories of indicators at the activity level.
Challenges and room for improvement
- There is some room for improvement for a number of activity- level indicators such as budget identifier, activity level budgets, evaluations and tenders.
RECOMMENDATIONS
- UNDP should update its Information Disclosure Policy to reflect best practices on independent appeals processes.
- UNDP should work to improve on evaluations and activity-level budgets in particular.
- It should share best practice and help other UN agencies to publish in the IATI Standard. It should design a strategy for internal and external use of its data, in particular at country level.

Publish What You Fund completed an assessment of the updated UNDP disclosure policy, using three key criteria (presumption of disclosure, exceptions, independent appeal process). Despite the changes mentioned above, the UNDP administrator still has the authority to make the final decision.
