Sweden
Very good
OVERVIEW
Have they met the Busan commitment on aid transparency? Yes.
The 2016 Index takes into account information published by the Ministry for Foreign Affairs and the Swedish International Development Cooperation Agency (SIDA). The Ministry for Foreign Affairs is responsible for Sweden’s foreign, development cooperation and trade policy. SIDA is the government agency carrying development cooperation activities in thirty-three countries. Since 2013 Sweden co-hosts the IATI Secretariat as part of a consortium with UNDP, UNOPS, Ghana and Development Initiatives.
ANALYSIS
Achievements and progress
- Sweden remains in the ‘very good’ category for the second time, consolidating its transparency efforts and meeting the Busan commitment.
- Sweden publishes comprehensive information as thirty-four out of the thirty-six items assessed in the Index are published in the IATI Standard.
- Sweden is among the top performers on commitments and for providing planning information at the organisation level.
Challenges and room for improvement
- Tenders and the budget identifier are not published to the IATI Registry.
- Scores on data quality tests remain low on important indicators such as sub-national locations, planned dates, contracts and evaluations.
RECOMMENDATIONS
- Sweden should aim for full implementation of the IATI Standard by including tenders and the budget identifier.
- Sweden should work to improve the quality and coverage of some of the items published at the activity-level, starting with planned dates, sub-national locations and contracts.
- Sweden should continue to play a leading role in the IATI community and maximise the benefits of its transparency efforts by developing a strategy to promote internal and external use of its data with all relevant stakeholders in particular at country level.
