Challenges and room for improvement

• Japan-MOFA began publishing historical data to the IATI Registry in June 2014 but has since failed to update its files with current information. It has no longer publishes to the IATI Registry.
• Twenty-five of thirty-six organisation and activity-level indicators are not consistently published.
• At the organisation level, a total budget and disaggregated budgets for the three years ahead were not available at the time of review.
• At the activity level MOFA’s publication is even more sporadic. Fourteen of the twenty-eight indicators are not published at all, including actual dates, budget documents, contracts and tenders.
• No information relating to any of the twenty-two indicators that are scored graduated on the basis of format are published in a machine-readable format.
• Japan-MOFA’s aid portal does not allow for the free bulk export of data under an open licence.

RECOMMENDATIONS

• Japan-MOFA should start publishing to the IATI Registry to provide aid information on its projects that is timely, comprehensive and forward-looking.
• MOFA should work with its counterparts in JICA and other Japanese aid providers to ensure that Japan’s publication provides a full picture of all development cooperation activities.
