Achievements and progress

• This Index sees JICA rise into the ‘fair’ category, having ranked in the ‘poor’ category for the two previous Index cycles.
• JICA began implementation of the IATI Standard in 2014 and now publishes twenty-one indicators to the IATI Registry.
• All basic activity-level indicators and all classification indicators, barring sub-national locations, are published to the IATI Registry.

Challenges and room for improvement

• JICA publishes to the IATI Registry on less than a quarterly basis.
• Fifteen indicators are not published to the IATI Registry. Of these evaluations, objectives, contracts and tenders are always published in other formats. Country strategies, Memoranda of Understanding, results, impact appraisals and conditions are only published sometimes. Sub-national locations, budget documents, activity budgets and budget identifiers are not published in any format.
• No forward-looking budgetary information is published at the organisation or activity-level.

RECOMMENDATIONS

• JICA should publish to the IATI Registry at least quarterly, if not monthly.
• It should publish more fields to the IATI Registry, prioritising an organisation file with forward-looking budgets. It should consistently publish more activity-level information to the IATI Registry, particularly budgets, activity-related documents and performance indicators.
• JICA should continue to champion aid transparency within the Japanese government and share best practice with other aid spending departments.
