Challenges and room for improvement

• Italy’s transparency efforts have stalled meaning that the MAE remains in the ‘very poor’ category, where it has ranked since 2013.
• Italy is the only European nation included in the Index that does not currently publish to the IATI Registry and publishes mostly OECD DAC CRS data making it difficult to get a picture of its current activities.
• Italy does not provide access to current information on its open aid portal.
• Of the twenty-eight activity-level indicators only ten are always published, six are sometimes published and twelve are not published at all. This is particularly poor in the case of financial and performance data: only commitments are always published on the organisations website and results are sometimes published. None of the twenty-two indicators that are scored graduated on the basis of format are published in a machine-readable format.
• Budgetary information is not published at either the organisation or activity level.

RECOMMENDATIONS

• Italy should aim to publish in the IATI Standard starting with the publication of a full organisation file with three-year forward- looking total and disaggregated budgets.
• It should publish more comprehensive activity-level information, including to the IATI Registry.
• Italy should publish current data to its open aid portal.
