Achievements and progress

• BMZ-KfW remains in the ‘fair’ category two places behind BMZ-GIZ. This represents an increase of 8.2% points on its 2014 Index score.
• It performs well on basic activity and classification indicators and has marginally improved its publication to the IATI Registry with the publication of four new indicators since the 2014 Index.

Challenges and room for improvement

• After initial progress, Germany’s performance has reached a plateau as it is not publishing comprehensive data consistently to the IATI Registry. Internal systems challenges are significantly affecting the quality of its publication.
• Key activity-level information such as evaluations and tenders are published – but not to the IATI Standard. Results and sub-national locations are not published consistently.
• Forward-looking activity budgets, budget documents and impact appraisals are not published at all.

RECOMMENDATIONS

• BMZ-KfW should increase the frequency of its IATI publication to monthly.
• BMZ-KfW should focus on improving the quality of its IATI publication, in particular for activity-related documents, budgets and performance data. Furthermore, it should publish a complete organisation file to IATI including forward-looking budgets at least three years ahead.
• BMZ should aim to minimise manual data processes and require KfW to provide its data in the IATI format.
