Achievements and progress

• DG DEVCO remains in the ‘good’ category although it has fallen behind DGs NEAR and ECHO in the 2016 Index.
• It now publishes a full organisation file to the IATI Registry, which includes the publication of disaggregated forward-looking budgets for three years ahead.

Challenges and room for improvement

• While it made significant progress up to 2014, DG DEVCO’s performance appears to have stagnated with an increase of just 0.5% on its 2014 Index score.
• Important indicators such as Memoranda of Understanding, budget documents, the budget identifier and impact appraisals are not published at all. Objectives, contracts, results and conditions are published only sometimes.
• The quality of data on commitments has dropped significantly.

RECOMMENDATIONS

• DG DEVCO should revitalise efforts to improve the quality of its IATI publication so that it is comprehensive. It should include impact appraisals in particular and make results, contracts and conditions consistently available.
• It should ensure that any internal operating system is fully compatible with the IATI Standard and allows for automated and timely publication of data.
• It should develop a strategy for internal and external use of its data with all relevant stakeholders, in particular by partner countries and civil society organisations at country level.
