Publish What You Fund’s submission to HLF-4 on donor commitments
Today Publish What You Fund released its response to the 3rd draft of the Busan Outcome Document for the upcoming High Level Forum on Aid Effectiveness in Korea.
While the previous version of the Outcome Document went some way towards recognising transparency as the indispensable foundation for aid effectiveness and accountability, concerns raised by a minority of donors have resulted in some key commitments on aid transparency being diluted or removed completely. Notably all commitments to publish conditions around aid have been removed. Even inclusion of the International Aid Transparency Initiative, currently supported by 22 donors and the entire Commonwealth, has been threatened.
Without a concrete time-bound commitment to implement a global standard based on the International Aid Transparency Initiative (IATI), the Busan Outcome Document will be little more than empty rhetoric.
